Transforming Cities Together: Multi Level Governance Platform (MLGP) Accelerates Climate Resilient Cities Development

Marmara Municipalities Union hosted the second Steering Committee and Advisory Committee Meeting of the Multi Level Governance Platform (MLGP) test period, carried out under the auspices of the EU4ETTR Project.

The second Steering Committee and Advisory Committee Meeting of the Multi Level Governance Platform (MLGP) test period, carried out under the auspices of the EU4ETTR Project, was successfully convened on July 26th 2023. The event took place at Marmara Municipalities Union (MMU) and witnessed the participation of key stakeholders, including representatives from Central Project Management Agency (CPMA) from Lithuania, the Ministry of Environment, Urbanization, and Climate Change, Ministry of Foreign Affairs, MMU, Union of Turkish Municipalities, ten municipalities, and distinguished academics.

The MLGP test period, operating under the EU4EETR Project, served as a significant platform to assess the progress and outcomes achieved during the first half of the test application. MLGP continues to demonstrate its commitment to creating greener and more resilient cities through collaborative efforts of local administrations, central government, municipality unions, NGOs and academy. The meeting involved comprehensive presentations on the progress and outcomes of the initial phase, sparking enthusiasm and driving innovation among participants.

 Secretary General of MMU, M. Cemil Arslan, expressed his enthusiasm, saying, “The MLGP’s impact on sustainable urban development has been remarkable. We are proud to host this platform and foster collaboration that will create a better understanding of energy efficiency and climate resilience for our member municipalities."

EU4ETTR Project Team Leader in Türkiye, Daiva Matoniene, highlighted, "The MLGP Test Period under the EU4ETTR Project has proven to be an essential platform for fostering collaboration and knowledge-sharing between diverse stakeholders in the pursuit of energy efficiency and climate adaptation. The enthusiastic participation of representatives highlights the growing commitment towards building greener and more resilient cities in Türkiye."

The MLGP continues to thrive as an exemplary model of environmental stewardship and partnership between governmental bodies, local authorities, and academia. As the MLGP test period under the EU4ETTR Project gains momentum, the message remains clear - cities can indeed adopt climate resilience when key stakeholders come together. EU4 Energy Transition: Covenant of Mayors in the Western Balkans and Türkiye is a multi-donor project that is jointly co-financed by the European Union and the German Federal Ministry for Economic Cooperation and Development and implemented by GIZ in 6 Western Balkan countries and by CPMA in Türkiye. This project will tackle climate change and support the energy transition in the Western Balkans and Türkiye through an increased uptake of the Covenant of Mayors for Climate and Energy Initiative (CoM) in the region and support municipal authorities to translate their ambitions to reduce greenhouse gas (GHG) emissions into reality and enhance resilience to climate change impacts, while taking into account diversity on the ground.
